The Clark Investors & Locators Association (CILA) is the CDC-recognized representative body of all locators in the Clark Special Economic Zone. As a non-stock, non-profit organization, CILA serves as the official channel for locator concerns to government agencies including PEZA, CDC, BOC, and BIR.
